Request for Qualifications: Artwork for Be Safe Be Seen Project

DEADLINE: January 31, 2020, 5:00 p.m.

The City of Sparks is accepting qualifications from professional artists or teams of artists in response to a public art opportunity for the City of Sparks.

BACKGROUND

In 2014, Priyasha Landry, a Junior girl scout in 4th grade at Westergard Elementary started working on her Bronze Projects. On the first day of school, a little girl was hit on the crosswalk at Mae Ann and Avenida Da Landa. This is a growing issue in many areas. Priyasha found the idea to have a flag program to get the attention of drivers before crossing the street. She created a solution to a problem in the area which is the requirement of the Bronze project and formed her team of a few other girl scouts and the City tried a pilot program which has been in use for almost 4 years now. This is a project executed by a 13 year old with the help of the City of Sparks and it is amazing to have little voices be heard and see them making a difference and being an advocate for Pedestrian Safety.

 GOALS

  • Creating better visibility of pedestrians while crossing in several areas.
  • Discourage jay-walking by placing strategic 3D art work that will be visually deterring to students and pedestrians.
  • Execute several locations with Be Safe Be Seen Flags and add 3 D art work and Banners and improve the visibility.
  • Priyasha will earn her Silver award as a third year Cadette now in 8th grade.

The artist chosen will work alongside Priyasha Landry as it is brought to life. The plan is for these to be expanded to other areas in town and Ms. Landry is open to working with an artist on different ideas as this continues to grow. The artwork in mind is imagery of a dangerous element in the sidewalk causing a pedestrian to stop and take notice of their surroundings. This collaborative effort will allow the artists the creative freedom to connect their designs to the location. The selected artist is to meet with Ms. Landry and discuss their ideas, suggestions.

BUDGET

This component of artwork will allocate a budget of $500.00 USD – to cover the time and artwork by an artist. The paint and abrasive to be included in the concrete paint will be supplies by City of Sparks and Girl Scout Troop019.

 ARTIST ELIGIBILITY

This call is open to professional artists or team of professional artists. All artists/artist teams must:

  • Be over the age of 18
  • Reside within the State of Nevada or 150 miles to Sparks, NV
  • Must possess a City of Sparks Business License at time of award of contract
  • Must be insured (General Liability and Workers Compensation)

SELECTION PROCESS AND CRITERIA

This solicitation process is being undertaken to identify the most highly qualified artist(s) for this opportunity. An artist selection panel of Arts and Culture Advisory Committee and Parks and Recreation Commission will choose the artist. This solicitation does not imply an obligation on the part of the city of Sparks to enter into a contract. If no viable artist is identified, a new Request for Qualifications may be released until the criteria is satisfied.

The artist will be selected based on the following criteria, as evidenced in application materials and conversations with listed references:

  • artistic merit in concept and fabrication;
  • experience incorporating artwork into the architectural elements;
  • demonstrated ability to collaborate in the early phases of a project with design teams and community stakeholders; and
  • demonstrated ability to complete projects on time and within budget.

Commissioned artist will be required to:

  • Obtain / possess a City of Sparks Business License.
  • Be insured (General Liability and Workers Compensation) naming the City of Sparks as also insured.

APPLICATION INSTRUCTIONS

Note: prepare all your responses in a doc, excel documents and gather work samples before you begin and submit all at once. The online portal does not allow you to save your work and return.

  1. Letter of Interest: (1000 character max) outlining the artist’s interest in this project, and addressing selection criteria with references to previous artworks in public places. Applicant(s) may apply as a single artist or team. If applying as a team, identify all team members and each proposed project role (i.e.: lead artist, technical consultant, fabricator, etc.) in the statement.
  2. Resume: If applying as a team, submit a one-to two page résumé for each team member.
  3. References: Three professional references who can speak to the artist’s ability to meet deadlines, work with community, and create innovative work as part of a design team. Include name, organization, phone number, and email.
  4. Work Samples: Eight (8) images of related artwork completed within the past fifteen (15) years. File specifications (each file/link counts as one work sample):
    1. Visual and text work
    2. Title each file in the order you wish it to be viewed <number_lastname_firstname>.
    3. Visual work: .jpg format at 72 dpi and no more than 1920 pixels on the longest side.
  5. Work Samples List: Create a work sample list that includes the following information for each sample.
    1. Name of file or link
    2. Title of work
    3. Year and Materials

Paper submittals (Letter, Resume, References and Samples List) along with copies of work samples can be accepted until 5:00 on 3/27 at:
