City Council Ward Redistricting 2021

What is redistricting?

  • Redistricting is a process of redrawing the boundaries of the five City Council wards for the City of Sparks. Every ten years, the wards must be reviewed to ensure each ward is substantially equal in population.

Why are we redistricting?

  • The Sparks City Charter requires updates to ward boundaries following the national decennial census when the population of any ward exceeds the population of another ward by more than five percent.
  • The population of some wards now exceed that of other wards by more than five percent and by as much as 24.6 percent.
  • The boundaries can only be changed through adoption of an ordinance by the Sparks City Council.

What are the criteria for redistricting?

  • Pursuant to Sparks Municipal Code Chapter 2, ward boundaries:
    • Are required to be divided into five City Council wards, as nearly equal in populations as “can be conveniently provided.”
    • Must include the block in which the council person resides for that ward.
    • Must be contiguous.
    • Wherever possible, ward boundaries shall follow arterial/major streets.

In addition, the federal Voting Rights Act prohibits use of redistricting to dilute the voting power of racial and ethnic minorities.

How you can participate:

You will have multiple opportunities to review potential boundary changes and share how you think the different alternatives best represent your community.  There are many ways to participate:

  • Attend one or more of the following public meetings:
    • October 12, 2021, in the Sparks High School theatre, 820 15th Street. 6 pm to 8 pm.
    • October 13, 2021, Alf Sorenson Community Center, 1400 Baring Blvd., Sparks. 6 pm to 8 pm.
    • October 14, 2021, via Zoom webinar. Passcode: 031270. 6 pm to 7:30 pm. Public comment will be limited to three minutes.
  • Submit comments by emailing redistricting@cityofsparks.us.
