Planning and Zoning

Community Services Planning Division

This division is responsible for all development review, plan checking, permitting, and entitlements including planned developments, subdivisions, zone changes, master plan amendments, code amendments, special use permits, variances and regional plan amendments. This division is also responsible for focusing on the long range needs for the community, participate in the regional planning process and other regional programs and committees. In addition, they work on economic development, redevelopment planning, housing and updating the City’s Master Plan for growth management.

All Development Applications have been revised for calendar year 2022. Please refer to the most current application requirements when submitting an entitlement application. Feel free to contact planning staff with questions regarding submittal requirements.

We encourage you to submit your application, track processing status, review comments and make payments online. If you are unable to access this portal you may still submit a paper version of the application along with your digital file to the City of Sparks, 431 Prater Way, Sparks, NV 89431.

All applications must be submitted no later than 4:00 pm on the application deadline dates posted below.

Please Note: The City of Sparks requires a fiscal impact analysis for Comprehensive Plan Amendments for sites over 5 acres, Annexation requests, expansion of the City’s Sphere of Influence, and all development projects on green-field sites of 20 or more acres. Please use the link provided here to access a memorandum identifying the Fiscal Impact Analysis Guidelines. Feel free to contact Planning staff to discuss the applicability of a Fiscal Impact Analysis prior to submitting any new project.
